Goal

Add CLI apply/rollback commands only after the v3.0 safety contract and Default Safe UX are complete.

Scope

  • cleanup apply from explicit plan files
  • routing apply from explicit plan files
  • rollback last / rollback by id
  • changelog export

Safety requirements

  • no implicit writes
  • --yes required for write commands
  • plan/apply separation
  • snapshot before persistent write
  • readback verification where supported
  • changelog and rollback path
  • no broad “apply all” behavior
