ci: narrow the files that set the LLVM image tag - #5683

The hash held all of make/*.mk. A change to a make file that does not change the LLVM build, such as make/smoketest.mk, gave a new tag. CI did not find that tag in the registry, and built LLVM again. The hash now holds only llvm-version.txt, Dockerfile.llvm, GNUmakefile, make/config.mk and make/llvm.mk.

The Docker workflow builds the LLVM image again when the registry holds no
image for the tag that
tools/llvm-image-tag.shprints. That tag is a hash,and the hash held all of
make/*.mk.A change to a make file that does not change the LLVM build gave a new tag. CI
did not find that tag in the registry, and built LLVM again. This takes 1 to 2
hours.
Two examples on
devafter the prebuilt LLVM image went in:39488461(Waveshare RP2040-PiZero) changedmake/smoketest.mk.0bc2f1cf(make: allow updating LLVM sources) changedmake/llvm.mk. Thisone is correct, because
make/llvm.mkdoes change the LLVM build.The registry now holds three tags for the same LLVM revision
2be7242b6a4d.This PR puts only the files that change the LLVM build in the hash:
llvm-version.txt,Dockerfile.llvm,GNUmakefile,make/config.mkandmake/llvm.mk.Dockerfile.llvmstill copies all ofmake/, becausemakemust read theinclude lines in
GNUmakefile. A stale copy of the other make files in theLLVM image has no effect, because
Dockerfilereplaces them withCOPY ..For the commits since the GNUmakefile split (
a213d9ae..dev), the old hashgave 13 new tags. The new hash gives 3.
Note that this PR changes the tag one more time, to
2be7242b6a4d-8a45872ff837. CI builds LLVM once after the merge, then the tagstays the same until a file in the list above changes.
