What does this PR do?

hub.transparencyLogssupport.Motivation
Transparency logs land in Traefik Hub v3.21 (traefik/traefik-hub#1480 and traefik/traefik-hub#1549). This makes them configurable through
values.yaml, matching the documentation in traefik/hub-doc#997.Closes traefik/hub-issues#3159.
