docsy(v1): bump infra for the redirect-deploy retry (#1515)

docsy: bump infra for the redirect-deploy retry

Picks up unionai-docs-infra#280. The deploy runs from the PINNED submodule, so
the retry has been merged but inert; this pointer is what makes it real.

The concurrency group added in #1512/#1513 already took effect on merge, since
workflows run from the branch rather than the submodule. So these two bumps are
the first pair to serialize instead of racing -- which is also the first live
test of it.
