Refactor ConfigStore header formatting

Apply a broad style cleanup in `configstore.h` (brace placement, spacing, compact template helpers, and include alignment) to improve readability and consistency. The update also adds explicit casts in debug print calls to match format specifiers and switches UTC offset initialization to `global::SetUtcOffsetIfValid`, aligning with the newer global API usage.
