Add gd32 UART wrapper and misc cleanups

Normalize doxygen @file tags across board and device headers, replace direct GPIO call in ILI9341::SetBackLight with gpio::Write, and suppress -Wunused-parameter for GD32H7 in gd32xxxx.h. Add a new lib-gd32/include/uart.h wrapper providing inline UART helpers (Begin, SetBaudrate, Transmit, etc.). Update lib-hwclock/Rules.mk to add ../lib-board/include to EXTRA_INCLUDES.
