Clean up time header declarations

Update `include/sys/time.h` and `include/time.h` for consistency and lint compliance by normalizing macro formatting, reformatting `timeval`/`timezone` structs, renaming function parameters to clearer names, and adding targeted `NOLINT` markers. Also refresh the `sys/time.h` copyright year range to 2020-2026.
