feat(lite) : add action force reboot on host

!! Do not run tests on the classic test environment !!

• Add the possibility to force reboot Host
• A force reboot migrates Vms running on the host, unlike in traditional reboots, if for one reason or another VMs cannot migrate; they are forced to shutdown, which can lead to data loss.
• Migrated VMs do not return to the initial host after reboot.
