The key 'Planning' use-case, from the OGC Water Quality IE, refers to a complex sampling/observation sequence in which the Procedures (SamplingProcedure, ObservingProcedure) are specified, while the physical Systems that implement these (Samplers, Sensors) are unknown at the time of planning. So the proposed approach utilising the Deployment and hasSubSystem structure is not suitable.
Do we need to
(a) duplicate the hasSubSystem pattern for Procedure
(b) have some way to associate Procedures with Features-of-Interest (proximate and ultimate), maybe via Platforms, or Deployments?
