Mention or summarize System Capabilities module higher up in the document

In his review, Carl Reed notes that there will be a lot of interest in the System Capabilities module, which is currently buried in a non-normative annex. He suggests adding a sentence or two to the Abstract and|or Introduction to draw attention to this.
