The Portfolio Command Cockpit (server page, ~190 hardcoded strings — the densest surface: KPI grid, factor/regime/macro/risk panels, ranking + allocation tables, 6 analysis tabs, broker preview, methodology/explanation, execute-plan CTA) had no i18n access. Add a "portfolioIntelligence" namespace (190 keys), load messages in the page, and thread them into all 12 in-file helper components. Translated across all 12 locales. portfolio/intelligence added to the AUR-049 guard watch list (now 6 surfaces). Verified: guard PASS, parity 22/22, build:web PASS (0 errors). Placeholders preserved.
