Feature: Support quick fixes/code actions

• I am filing an issue for zizmor-vscode, not for zizmor itself. Feature requests for zizmor should be filed against zizmorcore/zizmor.
• I have looked through both the open and closed issues for a duplicate request.

What's the problem this feature will solve?

Allow reviewing and auto-correcting Zizmor findings in VS Code.

Describe the solution you'd like

Use the quick fixes / code actions API in VS Code to surface fixes to findings inline.

Might depend on zizmorcore/zizmor#986.

Thanks @uncenter! Yes, this would be great to have. I'd definitely appreciate someone who understands both LSP and VS Code's APIs better than I do helping me understand where this behavior sits between the two.
